Strong growth in public charging infrastructure
The expansion of public charging infrastructure in Europe continues to gather pace. In Germany alone, the number of publicly accessible charging points increased by around 17 per cent year-on-year. The HPC segment in particular is experiencing significant growth. Within this dynamic market environment, Elli has expanded its network by around 55 per cent in just two years – from approximately 650,000 charging points to 900,000 in summer 2025, and now to more than 1,000,000 charging points across 28 countries.
Through the Elli app and the Charge&Fuel Card, private and business customers benefit from cross-border access to one of Europe’s largest operator-independent charging networks. Following the recent integration of Portugal – including the onboarding of 87 additional charge point operators (CPOs) – Elli now covers all core European markets. Currently, Germany, France and the Netherlands account for around half of all public charging points in the EU (including the United Kingdom, Norway, Iceland, Switzerland, Turkey and Liechtenstein). The large-scale roll-out of fast-charging infrastructure remains a decisive prerequisite for accelerating electric vehicle uptake. In the past twelve months alone, more than 31,000 fast-charging points have been integrated into the Elli network.
Increasing focus on quality
The ramp-up of electric mobility remains a joint responsibility shared by industry, policymakers and society. A comprehensive and reliable charging infrastructure – both in terms of availability and operational quality – is a key success factor. For many customers, it continues to be a decisive criterion when considering the switch to an electric vehicle.
Beyond the number of charging points, the quality of the charging experience is becoming increasingly important. Elli highlights the significance of its Selected Partner Network – a curated network of European CPOs selected according to clearly defined quality criteria. These include high-performance charging infrastructure, high operational reliability and added on-site amenities such as food services, sanitary facilities and comfortable waiting areas.
To continuously improve the user experience, Elli convenes leading European CPOs at an annual summit. Within these structured dialogue formats – complemented by representatives of the Volkswagen Group and policymakers – specific customer pain points are addressed and joint optimisation measures defined. The objective is to make the charging experience across Europe more reliable, transparent and customer-centric over the long term.
Transparent tariffs and cross-brand integration
As a Europe-wide Mobility Service Provider, Elli deliberately does not operate its own charging points. The deployment, operation and pricing of charging infrastructure remain the responsibility of the respective CPOs. In this market environment, tariff-based charging solutions typically offer clear cost advantages compared to ad hoc charging via bank card, where prices are set directly by the operator.
Elli’s tariff model provides transparency and predictability, enabling a consistent charging experience across countries and operators.
As a charging service provider, Elli serves drivers of electric vehicles from all manufacturers. Its transparent tariff structure covers a range of charging scenarios – from AC charging for overnight use to HPC fast charging along major transport corridors. The four tariffs – “Base”, “IONITY Boost”, “IONITY Ultra” and “Premium” – apply across countries.
The network is available not only to direct Elli customers, but also to users of Volkswagen Group brands including CUPRA (“CUPRA Charging”), ŠKODA AUTO (“Škoda Powerpass”), Volkswagen (“We Charge”) and Audi (“Audi charging”). Elli thus consolidates charging services across the Group within a unified platform architecture.
Extended partnership with SIXT
A further key pillar is the extension of the strategic partnership with SIXT SE. Since March 2024, Elli has made its European charging network and digital mobility services available to companies outside the Volkswagen Group. In close collaboration, this led to the development of SIXT charge, a fully integrated charging solution within the SIXT app.
